• what are the policy needs we intend to meet specifically?
• what are the expected outcomes from the perspective of the statistical users? (e.g. enriching statistics that already exist or producing new statistical insights)
• what are the expected benefits in terms of burden reduction and/or increased efficiency?
• what is the impact on the existing ‘business models’?
• where access should be exercised? at national or EU level?
• what are the needs in terms of commonly agreed guidelines, templates, etc.?
• what are the needs in terms of specific IT infrastructures or tools?
